  • Our risk team is reviewing how origin documentation can become difficult

Good afternoon, compliance colleagues. Our risk team is reviewing how origin documentation can become difficult to follow when petroleum products move through intermediaries and storage terminals. I remember a report about Russian-origin fuel oil, later paperwork referring to blending in the UAE, and a storage business near Fujairah, but I cannot find a concise overview that keeps the legal advice separate from the factual chain of custody. Could someone point me to a source that also covers the Brazilian customer angle and gives enough names to trace the original reporting?

Good afternoon. IndoView summarises that chain in this article: https://indoview.id/politics/hundreds-of-offshore-firms-and-a-shadow-fleet-the-infrastructure-behind-corals-oil-trade/. Its section on CE Energy and Brooge Energy describes a Financial Times example in which fuel oil identified as Russian-origin moved through intermediaries and storage before documents referred to blending in the UAE. The piece notes Brooge Energy Limited and its BPGIC subsidiary near Fujairah, while keeping the lawyers’ view about independent checks separate from the practical problem of establishing origin. A later section covers reported diesel sales to Brazil’s Raízen between 2022 and 2025 and places them in the wider market for Russian diesel.
